The following committee members informed the Committee Chair that they could not attend: Lynda Federoff, Michelle Fryling, and Rhonda Luckey. The following committee members were absent from the meeting: Dennis Hulings, Nicole Norris, and Cari Velez. The meeting was called to order at 3:30 p.m. by Dr. Frank Condino, Chair. Acceptance of the Minutes: The October 26, 2004 minutes were approved as moved by Linda Hall and seconded by Carol Tannous. Presentation Topic: Academic Integrity Policy and Procedures Jan Parker, executive staff assistant to the Provost, and Nancy Evans, Coordinator of User Services in Academic Technology Services, reviewed the Academic Integrity Policy and Procedures. The policy was adopted in 1998 and was modeled after the Student Behavioral Code. The policy is designed to protect both the academic integrity of the university and the rights of students. Enforcement responsibility was assigned to the Office of the Provost in 2000. Ms. Parker reviewed the types of violations, with plagiarism and cheating accounting for the majority of cases. Ms. Parker also reviewed the policy procedures and available resolution options. Since assuming responsibility for policy enforcement, the Office of the Provost reports the following number of cases: 9 cases in 2000-01; 5 cases in 2001-02; 15 cases in 2002-03, and; 22 cases in 2003-04. All cases thus far have had faculty members serving as complainants. A number of materials were distributed for committee member information. Ms. Parker reported that efforts to educate students about academic integrity in general and plagiarism in particular are limited by current resources capacity and have just begun. These efforts included a spring 2004 Six O抍lock Series Presentation, a Reflective Practice Group of the Center for Teaching Excellence and the fall 2004 New Faculty Orientation. The Sociology Department was cited for its excellent intradepartmental efforts. The committee engaged in a short discussion and concluded that there is a lack of policy awareness and understanding on the part of students. Also discussed was the inconsistent interpretation of 損lagiarism� on the part of faculty. Nancy Evans then introduced committee members to the Turnitin� Plagiarism Prevention web-based program and how the tool can be used by faculty members. The program logs research-based writing and identifies it as original or plagiarized. Currently, there are 20,000 papers logged on a daily basis through class and assignment-generated profiles. Vice President抯 Report: No Report Student Congress Report: Chris Hindman reported that Student Congress will host PASSHE Chancellor Hample for an open question forum on Monday, November 22. A Student Congress subcommittee currently is authoring constitution and bylaw changes that would eliminate the bicameral structure of the general assembly. Congress seats would be allocated to undergraduate academic colleges and residence hall quads, with a number of seats remaining at-large. Student Congress is seeking to finalize and adopt the changes late this fall or early next spring.
